I’m working on a communications report and need guidance to help me learn.

In brief, what I’d like is a short recommendation report relating to the wastewater spill that just happened at Piney Point. I’ll leave the exact topic up to you, but I want the report to connect directly to problems relating to this. You could attack this problem a couple of different ways. What might be done to help repair the damage that the leak has already caused? What could be done in order to ensure that leaks like this won’t happen again? How can we remove or treat similar sites so that they don’t pose a risk to the surrounding community?

I’m imagining here a rather short report, considerably shorter than the reports produced by groups. 4 pages might be enough here. What the report needs to do is:

* clearly describe the problem
* identify a solution
* identify how much that solution would cost
* present a compelling argument to your audience that the benefits of your solution are worth the cost
